[2.0.28] Spaceship being stuck over Aquilo "flickering" between stops

I went to check on my Aquilo ship since i noticed the shipments stopped and came back to it being stuck over Aquilo.
Flickering hundreds of times between stops and just "waiting in Orbit". It flickers faster than visible on the Video.

Tried looking for it but couldnt find an existing report of this

I think i found my own mistake here.

having the 2nd stop only with "5s inactivity" caused the leave condition to be "true" as soon as it swapped between those 2 stops of the same planet.
As it seems that leaving Aquilo to go to Aquilo (in order to trigger interrupts) does not count as an activity?

I am not entirely sure about this whole thign

I believe Inactivity is related to hub cargo changes (i.e. incoming pods from rocket silos / outgoing pods to landing pad).
Maybe you'll want to add Time passed condition?
