Right now the Quality mod can be disabled, but it is necessary to run the Space age due to the fact that QM contains recycler that is essential on Fulgora.
My suggestion is to move the recycler to the Base or Space Age mod, so it could be absolutely independent of other mods. It would allow to play the game completely without all the quality features, which is a desired option among many players.
I know that in vanilla SA game it is possible to avoid completely the whole quality technology BUT option to disable quality would have a very important impact in the modding community. It would allow to create Space Age mods that are dependant or not dependant of Quality Mod and therefore allowing the players to customize them more for their liking.
It is (hopefully) a simple change that can help a lot of modders and players.

the problem is that the recycler is inside quality mod, because you can play with quality without space age and need recycler for that. I really doubt the usefulness of your request cause you can just ignore quality if you want

Making a seperate 'recycler' mod is probably overkill though.
The problem with ignoring stuff is that it's tempting to research the quality technologies. Also in the editor all the qualities are always unlocked which can get really annoying/distracting in the GUI (e.g. when selecting a recipe).

To decouple SA from quality, I think the best solutions are either a separate Recycler mod and make it required for both SA and quality (scenario 1), or to add the Recycler to the base game (scenario 2).
In both cases it would be possible the play with just the base game + Recycler, in which case the Recycler is mostly useless. The devs could hide it when playing with just the base game (in scenario 2), but that would be a bit weird.

Have you considered using flow routers instead of balancers?
