I submitted an F10 about this and it appears to be fixed for locomotives now. Cargo wagons, fluid wagons, and artillery wagons still exhibit the bugged behavior.

Reproduction:
  1. Load the attached demo mod and open the attached save (or start a new one).
  2. Observe that the blueprint in the hotbar has two locomotives and six wagons that all appear to be correctly positioned on the rails.
  3. Place the blueprint. Observe that the locomotives are placed correctly, but the six wagon ghosts are placed 1 tile south of the rail center line.
  4. Turn on the personal roboport. Observe the robots stuck trying to place the wagons not on the rails.
I assume the solution is the same one that was applied in the case of the locomotive.

Thanks for the report however I've decided we will not be doing anything about this. Rolling stock were designed to be placable off grid and if when that flag is removed things don't work right we can always force the value to be true.

👍 Forcing the value to be true would be my preferred solution as well. Or say "don't do that" in the docs.
