[2.0.23] Module-inserting upgrade planner doesn’t work if there are empty slots before a module

I am unable to insert modules into an upgrade planner – which simply is set to replace blank with efficiency module 1 – if there are any emtpy spots in the assembling machine followed by a module. As you can see, it works if I move the module to the first slot.

Factorio version: 2.0.23 (build 80769 expanion, win64)
