[2.0.24] Steam Condensation input starved on very high craftig Speeds

The Chemical plant will get input starved of Steam on very high craftig speeds i attach a blueprint that will demostrate the issue, i think the input buffer for that recipe is too smal. i guess this is the same issue the holmium plate recipe had a couple of patch before. i suggest a similar fix tyvm

Duplicate of 121764 Steam condensation recipe can not be supplied fast enough with steam.
