[Lou][2.0.24] Oil refineries can be placed on ice platforms without concrete

I placed an oil refinery on an ice platform on Aquilo and noticed it didn't need any concrete under it. I expected that you would need concrete under it like every other building. Didn't do anything special to trigger this, and it happens every time.

Can you build other structures there?

Aquilo doesn't always require concrete. Just when the platform is ice-platform. There is a lot of a studier platform in the middle of Aquilo you can place anything on without concrete.

You can hover over the ground and click alt. That will open the wiki and tell you what platform it is.

Thanks for bringing this up. While not everything requires cover of oce platforms, we generally aim to have entities with energy sources to require such.
