[pard] [2.0.7] New tip messes up tooltip layering

I was exploring Factoriopedia. A new tip & trick appeared. After that any tooltip appeared behing the Factoriopedia window.

Steps to reproduce:
Start a game in a brand new profile. Open Factoriopedia. Wait until a new tip & trick appears (about 5 minutes). Hover the mouse over things (in my example it is quality marker of Big mining drill's resource drain).
