[2.0.23-0] Offshore pumps connected directly to boilers are passable

[2.0.23-0] Offshore pumps connected directly to boilers are passable

On Nauvis an offshore pump that is connected directly to a boiler can be passed through between the boiler and the offshore pump. Inconsistent behavior with the rest of fluid system being impassable (ex. Pipe connected directly to offshore pump).

You can also walk through two connected boilers, but not through two connected steam engines. Not a bug.
