Ok I know there are a lot of rules to creating a bug report and I'm probably messing it up. but as a factorio fan I wanted to do my part to help a good game.

so I found out excess beacons (even empty) are giving a quality buff via decreasing the speed modules debuff. Heres what I did:
1. put down a big mining drill over a minable area
2. put a beacon on the left and the right of it
3. add electric poles
4. fill the mining drill with 4X lvl 3 quality modules (no quality bonus). ~ it should add up to 10% quality buff
5. in the right beacon add 1X lvl 3 speed module (no quality bonus) - its base debuff is 2.5 and the beacon should either enhance it by 1.5 or de-enhance it by 1.5. I'm not sure which way the makers intended. so either -3.750 or -1.667
6. However at this point it only applies a debuff of -2.6 quality. Thats odd.
7. fill the other remaining slot of the right beacon with an efficiency lvl 3 module (no quality bonus)
8. fill the left beacon with 2X lvl 3 efficiency modules
9. ok now the fun begins. start adding empty beacons behind the big miner. each one you add then removes ~0.200 from the debuff applied by the speed module. WTF

Not a bug. Quality debuff is reduced but also speed buff is reduced.
