[2.0.21] Time constrain reappear on station after deletion

As per attached screen cast. Rarely on a station a time constrain can't be deleted if there are two of them (inactivity + time passed). If the remaining timer expires, the deleted timer reappears.

Attachment seems missing. The most common case where what you describe is happening is when an interrupt is retriggering every tick so the wait conditions appear again as this is a new instance of an interrupt.
