I'm experiencing significant FPS drops when running a Factorio server and client on the same Windows 11 PC, using the same save file.

Your PC is too slow to both update the game and render it, which causes it in single player to run slightly below 60 FPS/UPS. In multiplayer the server doesn't have to render the game so it is able to get up to 60 UPS. Your client still does, but now it tries to keep up with the server by dropping FPS.

Lower game.speed a little will address it until you build more.
