As per title, quality ice and quality holmium ore give the same output when crafted into water/holmium solution but require a different recipe to craft.
Another possible solution is to allow quality items to be used in normal recipes when the output is a fluid.
Remove quality from items that don't benefit from it or allow "any" quality when crafting fluids
