When using the smart pipette with the default keybind, "Q", hovering over any building with that SPECFIC building works as normal, and puts that building in your cursor, as intended, as long as you have that building in your inventory, whether it be an inserter, assembling machine or foundry. However, when you DONT have that building in your inventory, the expected behavior of putting that building you hovered over, pressing Q, and receiving a ghost in your cursor does NOT occur, like in older versions of Factorio. It also plays an error sound when attempting to pick that building into your cursor. It is rather quite, detaching from productivity when making a new save game. because i like to pick a building already built and make ghosts from that.

Specifically, Go to Settings → Interface and make sure this is ticked:
