[2.0.20] "Rush to space" achievement not registering

[2.0.20] "Rush to space" achievement not registering
I researched the quality module 3 with the electromagnetic sience pack before unlocking both production and utility sience packs. I got the achievement for researching with the electromagnetic sience pack but not the Rush to space one. I tried reloading the save and choosing the lightning collector research but still no achievement.
