[2.0.20] - Landfill/foundation can be placed when "build terrain" permission is off by placing ghost structures

When you disable the "build terrain" permission for a group, that group can no longer place landfill or foundation directly (working correctly).

However, you can still place landfill by shift+click'ing a building over water/lava, which automatically places the ghost landfill/foundation tiles as usual to support the structure, which are then built by bots as normal. This doesn't seem like the intended behavior.

This also affects the automatic rail planner/router, which is how I discovered this. I was trying to disable placing foundation on Vulcanus by disabling this permission, in the hopes that the rail autorouter would fall back to pre-foundation behavior.

Thanks for the report however that is working correctly. The permissions only ever block the one exact action they refer to and do not blanket prevent other means to do the same logical action in the game.

In the unlikely event someone manages to find this topic via search, the solution to avoid rail planner placing foundation on Vulcanus is to simply to hold the control key, which will route around the lava like it does before foundation is researched.
