Duplicate of 75592 ctrl+z/undo doesn't undo rotations.
Works as designed.

Also mentioned in FFF 412:
This doesn't apply to rotations made by hand using the R key, as that is easy to correct yourself and could spam up the undo queue.
Although I wish they'd reconsider.
