Biolabs with productivity modules

When I add 4 productivity module 2 s into a biolab I would expect the pollution output to increase by 28% (4 * 7%) from 8/m to 10.24/m.
The true value is 34.82/m even though, oddly enough, it still says (+28%) after it.
I don't know if this is one of those "actually a feature" bugs, but seeing as I can't find anywhere that says it's meant this way I'm going to consider this a bug.
