SA: Two progress bars in the rocket silo?

Does anybody know what the two different progress bars in the rocket silo are for? It seems to me that both are used for low density + blue chips + rocket fuel. If so, why are there two progress bars?

First one is progress of current rocket crafting. Once first rocket finishes crafting, second progress bar fills up showing progress of crafting next rocket. That way it is possible to have one rocket launched while second is already being crafted at the same time.

Also, the rocket animation plays between each so there is an upper limit in rockets/minute you can achieve.
