[2.0.19] Lua error in Orbital logistics tip

A repeatable lua error occurs when the orbital logistics tip is displayed.

What did you do?
After launching my first rocket with an orbital platform on a fresh save and viewing the Orbital Logistics tip, the tip plays for a few seconds and then crashes with an error.
What happened?
The Orbital Logistics tip scenario crashed with a non-recoverable error. This did not crash Factorio and I was also able to restart the tip and the tip crashed the same way.
What did you expect to happen instead? It might be obvious to you, but do it anyway!
I expected the tip to play to completion without throwing an error.
Does it happen always, once, or sometimes?
This happens every time. I tried restarting the game, and starting a New Game and viewing the tip and it crashed every time.

I also have this bug in 2.0.19 and it happens every time. However, I did not see this error before: 2.0.13 definitely did not have this bug. In-between those versions I do not know.

Same here in 2.0.19. In case relevant, it appears to reliably occur at the same point in the tip scenario:

After the screen switches to orbital platform, a cursor moves to the center of frame (so move_cursor is presumably used successfully) and selects the hub. The UI for hub appears for a few frames then the crash occurs.
