1.Upon looking at my Nauvis base, I noticed it was low on power, and so I looked into why, what I found was that my trains were not on the same network as my station that requested iron plates for my nuclear fuel cells, and so I looked into all of my train stops.
2.I found that all of my circuit networks that relied on a radar to connect them were on different networks.
3.I had expected them to be on the same network
4.Reloading, restarting the game, or unconnecting and reconnecting the wire fixed the issues

Well, it looks like your electric network is low on power. Radar network was made to only work when radar is fully powered, they are not fully powered and so they remain disconnected from other radars. Literally the feature as it was requested to work so this report is Not a bug.

Good to know, the in game information regarding Radar and circuits network is notably missing, so that is new information to me
