[2.0.17] The "Heating Mechanics" tip appears within the "Vulcanus Briefing" section

I opened up the Tips and Tricks to learn more about Vulcanus, and the "Heating Tower" section is shown within the Vulcanus Briefing section.

I found this surprising and unexpected, since the Heating Tower imagery seems more relevant to another planet, and I don't believe Vulcanus has any need for a heating tower.

This appears like this every time I open the Tips and Tricks UI.
