I tried to move a circuit connected belt further up, but it doesn't let me replace the existing belt of the same color and same orientation.

Whether the target belt has a circuit connection, or not, does not matter.

If it is another belt color, I can force ghost replace it, but it doesn't have the circuit connection.

If something other than a belt is present, I can force-ghost replace it, not an issue.

Thank you for the report. The issue seems to be localized to the outside wire connection (and not related to belts specifically), the overbuild itself seems to be correct (both in entity setting and inside circuit connections)
