1. What did you do?
Spent time on Gleba. Jokes aside, I was trying to find a way to separate the picking behavior from the seeding behavior. The agri tower is a unique entity in that it has two jobs. So, to stop it from picking I gunked up the output with spoilage. For the one that picks, I simply didn't give it any seeds.
What happened?
An agriculture tower with no seeds can get stuck in an item ingredient shortage state. Even worse, if you give it seeds, it will then get stuck in a no spot seedable by inputs state. Even even worse, if you give it seeds and then break a tree manually it will plant it and return to this bugged state.
What did you expect to happen instead? It might be obvious to you, but do it anyway!
I would expect the agri tower to never try to plant seeds if it doesn't have them, and to stop trying to plant seeds if it can't.
Does it happen always, once, or sometimes?
I thought it only happened once, now I've had it happen multiple times and it's not clear what triggers it. It behaves as expected, it doesn't plant any trees but eventually it seems it will always enter this bugged state under the conditions given: no seeds, and another tower handling planting.
The save is standing next to a tower exhibiting this specific problem.

Thanks for the report. Towers will not harvest trees they didn't plant.
