Similar situation to this one: 633892. I was planning some elevated rail construction on Fulgora using the remote view when I got an alert and tab-switched to Nauvis. When I pressed Shift I noticed that the rail planner was still active and continued building the rail on Nauvis from - I assume - the same coordinates as it started at on Fulgora. In contrast to the wire issue not being able to do anything, the planner does place rail ghosts on the new surface.
I'd expect it to cancel the planner once you switch to a different surface.

[2.0.17], I don't think this is fully fixed yet.
I'm able to create rail ghosts on Nauvis when starting on Vulcanus, by using the "back" button to change surfaces to Nauvis while planning rails.
