interface request for enabled on quality and space-locations

neither quality nor space-location prototypes allow the `enabled = true` that recipes do to enable at the start of the game

We need this

please add it in the next version.

Or add a function to enable it.

As a workaround, you could have a hidden technology and set it researched on init.
