[2.0.16] Cannot configure Ghost at unvisited Planets through Remote View.

1. I tried to configure Ghost on Aquilo before visiting there. I can see the Surface because I dropped some stuff.
2. I cannot open any Ghost's UI. Or connect circuit wires.
3. I expected to be able to configure the Ghosts. Even when I never set foot on the Planet.
4. Happens to any Ghost on Aquilo. The Only Planet I havent visited in Person.

I disabled all Mods exept Space Age and it still happens.
I wont attach a Save File because it seems like a global issue.
I can send a savefile if neccesary.
To specifcy I can see the Surface because I manually send down some Supplies and once the Cargo Pod is there I can see the Surface in Remote View.
