Are you playing with any mods? These all seem to work fine on my end in vanilla:

Are you in the editor?
Re: [2.0.15] Upgrade planner modules not working in editor
Whoops, sorry, I wasn't. I haven't noticed that before.
While you're in the editor, it still reads your researched technologies. So, if I start a new game, without researching anything, it looks similarly to your situation: It looks different for the furnaces, as I don't even have the productivity module 1: But if I research all technologies, it's all working as expected:
So I guess the bug here is that:
1. While all entities are available by default, modules require you to either have them researched, or have the "Show all items in selection list" interface option checked.
2. Without having researched quality modules, you can't select the same entity as upgrade target (with different quality).
Both of these might be as intended for standard play, but I would think that in the editor mode they'd work as if the player had them unlocked.

Ahh I see, yes that makes much more sense. I think the issue is then that it's attached to research and not item availability/they aren't available by default in the editor.
