Recycler rate only about 12.5%

I am feeding a full belt of random quality Iron chests into recylers with quality modules (legendary t3). The belt is fully consumed but the output is only a little more than one belt of Iron.
Expected:
1 Iron chest = 8 Iron
1 belt of Iron chests = 8 belts of Iron
Recycling rate of 25%
-> 8*0.25 = 2 belts worth of Iron.

Thank you for the report, however I am convinced this is not a bug. I did not reproduce any statistically significant inconsistency and I suspect that the reason for you suspicion is stacking: Recyclers' output creates stacked stacks on belts, while bulk inserter does not, which might make the belt seem emptier with the same amount of items
