[2.0.14]construction manager abnormally high occupancy

When I used the Void to fill ammo for rocket turrets on the ship the construction manager Occupancy from 0.2 >5.9
and When I canceled the filling of the ammo the construction manager Occupancy from 5.9 >0.2

I'm not sure if this happens with other turrets, but rocket turrets create this problem and can reproduce it consistently, the attached video shows the reproduction process
