When creating a blueprint to snap to a grid, the placing to the grid via shift-moving while hovering is incorrect. The grid position should stay as intended in the blueprint, because this also affects the rotation of the blueprint. Instead the absolute position should be changed.
Workaround is of course manually set the values of the blueprint, but that would make this glorious feature worthless for rotatable blueprints.

Shift + Arrow keys controls absolute grid
Ctrl + Arrow keys controls grid position
So this is not a bug, you need to be able to do both to correctly align things, and we provide both controls
