[2.0.14] Can't upgrade planner Lightning Rod to Lightning Collector

It is currently not possible to use the upgrade planner to upgrade Lighting Rods to Lightning Collectors.

You can not
- mark them for upgrade
- manually set Lightning Rod -> Lightning Collecter when editing the upgrade planner.
