[2.0.9] Construction job not redistributed if bot is waiting

Hello!

When placing a blueprint, if the bot cannot finish the task, its tasks are not redistributed, and will never be finished. Not sure if it is intended or a bug.
Reproduce rate:100%
Steps: Place a blueprint, that contains more items, than construction bots in inventory. In my setup its, 40 bots, 110 solars placed.(I have enough solars in inventory)

Pretty early on in getting construction bots, so demonstrates going back to the engineer for more items as well.

Thanks for the report. This is working as intended since the problem is of your own making: don't stand in the way of the work you want the robots to do.
