Space platform stuck waiting for item delivery

Have A space platform that is requesting multiple deliveries, however after the first couple are fulfulled the rockets in the silo are depleted so no more items can be sent yet. However the space platform is stuck waiting on items it marks as "on the way".

This seems to override all wait conditions so the space platform is essentially stuck until the rocket has been built and the items sent. This is especially problematic if the silo doesn't have the materials to even build rocket parts, and the only solution appears to be manual intervention.

As you can see the silo has no rocket but has been loaded with the items requested

The space platform marks the items as "On the way" and is now stuck waiting for them regardless of the wait condition telling it to move on.
