[2.0.13] Desync Report (construction robots; entity ghosts)

Playing on a Dedicated Server, Player 1 was sitting on Gleba doing nothing.

Player 2 (me & desync) was on Fulgora and placing some elevated rails with drones during thunderstorm.

No mods (aside from DLC) were present.

I am going to mark this topic as duplicate of 123181 since i now know the reproduction steps and knowing what is broken i was able to reproduce the desync from this exact save file by placing ramp ghost on fulgora in the exact spot that matches your last recorded undo action.
