[2.0.11] Heating tower on Nauvis doesn't produce pollution

[2.0.11] Heating tower on Nauvis doesn't produce pollution

I rushed Gleba with a minimal base on Nauvis with minimal science. I was very surprised that I could now use heating towers on Nauvis without being attacked by bugs due to pollution.

Just noticed this too. Definitely needs to be changed.
