Currently, you can Ctrl+LMB-Drag over assemblers to replace modules with the higher tiers, but you can't do so with higher-quality.

Looks to be fixed in 2.0.14
Fulgora is the best planet. Vulcanus needs rework. Feel free to prove me wrong.
