[2.0.13] Speed modules in beacons lower Quality modules effectiveness

Seems that placing an assembling machine close to a beacon filled with Speed 3, reduces the quality percentage. Enough modules and the quality drops to 0% and it never makes anything better than normal.

Removing the beacon restores the +quality percentage.
