This is not a bug. Every blueprint and upgrade planner has a name that you can edit in any language you want. This is indeed a bug in my opinion.

They are not upgrade blueprints created by players, they are predefined in the blueprint viewer. The upgrade planner names come from user input. We don't have any pre-defined blueprints.

The blueprint library makes blueprints available across save games. Starting a new map will show you blueprints that you have saved into the blueprint library in the past.
