Thanks for the report however i am not considering this to be a bug. Requester chest is not requesting any fluids in this case, you just have fluid filter configured in the logistic section. This is... a feature... because logistic sections can be shared with constant combinators in which case you may configure them to fluid signals, recipe signals, virtual signals and other signals. There is also a possibility of configuring a negative value which is also required for constant combinators but makes no sense for logistic containers. When logistic container converts logistic sections into its own internal requests, fluid filters are discarded as logistic container only cares about item filters.
