To me it helped to log out from factorio.com website and log in back with linked Steam account instead of login/password. This added the DLC to my membership tier.

The blue button is not from vanilla/space-age, it is probably some mod.
That blue button probably comes from the Even Distribution mod (https://mods.factorio.com/mod/even-distribution)

I can download both, I had Factorio Originally on here, but I bought SA on Steam. I assume I was linked from a long time ago. If you are linked might take a bit for it to sync.

where would the files for the "base mod" be located? even with a fresh install of the 2.0.12 update, my game tried to load the 2.0.10 base mod and therefore, refuses to start

If that's true, then I don't think you actually had a fresh install. Keep in mind, reinstalling a game on Steam doesn't remove any untracked files. (This is true for any Steam game.) Reinstalling on Steam is just verifying files with extra steps.
If that's the route you're taking, just delete the bin/data/doc-html/tests folders from the game dir and verify files. (Or extract the zip version you DL from the site after. The install source doesn't matter, what matters is clearing out the other files before you verify/extract it.)

When i was modding, i noticed that the game has "Base" and "Core". They should be with the game's install folder, wherever that is for you, and not with the mod folder. Go to your AppData -> Roaming -> Factorio and make sure your mods folder does not have the Base or Core mod in there, that might be what causes a conflict. Just delete those mods and maybe even delete all of them and re-install mods as you need them when you load old saves and make new ones. Otherwise to find the Base and Core, for me it's in C: -> Games -> Factorio -> data. For you this would probably be somewhere else. In this data folder you see base, core, elevated-rails, quality, space-age. I have them copied in a playground folder for modding to ensure i don't accidentally change something so that the game becomes fundamentally different locally. However with each reinstall this folder should get completely rewritten and for you this seems to not have happened for some reason so try deleting the whole folder. It doesn't hold anything critical like your data, it's just the game (i may be wrong, but it doesn't contain your saves, settings, blueprints, etc. so i wouldn't care if i were you).
