[2.0.11] Quality Modifier reduced while covered by Beacon with speed modules

Attention to down right corner (where's Actual modifiers are shown)
Also I checked - it gets really weird when youre adding Another beacon But without any modules:

Ok, speed modules have negative effect, but watch third picture - same situation, modules are unchanged, But Only added one Empty beacon and modifier changed.. it isn't seems to be right. Sorry for wasting time, if it's still not a bug..

When there are 2 beacons, then each beacon has smaller effect (https://factorio.com/blog/post/fff-409)
