[pard] [2.0.11] Space science tip doesn't show if military isn't researched

Hello, I started my space platform an hour ago, and hadn't researched military science yet. Upon researching military because I had some lab downtime, the "Space science" tips & tricks showed up, I think it should have shown earlier (i.e. not depend on military)
