Alert Message Center

I noticed that the alert pop-up box is placed above the hotkey/toolbar. Is there any way to move it to the right of the toolbar like in previous versions? It would work better with an ultrawide monitor and keep the center of the screen less cluttered.

I really dislike this change. I also want it moved back to where it belongs. I think the old spot is better for any monitor.
Edit: Can UI element positions be modded?
