Cannot place Landfill in all water tiles anymore?
Why can I only place Landfill in water tiles I cannot walk through? I still need to BUILD there, y’know!

Just in case you're stuck, Force building should automatically add landfill anywhere needed.

I does not. I get a message about “Cannot build in shallow water” when I force build an Assembly Machine there. It works in deeper waters, but not Shallow Water that one can walk through.

Oh then it must be a bug. Strange, I'd assume it would have already been reported though, and I can't find any existing bug report. Maybe something specific to your setup/map ?

Encountered it with Quality, Elevated Rails (Oboth from expansion), Alien Biomes, and Cleaned concrete mods running. Removed all but the Base mod and still get this. At first I thought it had to do with some change to Alien Biomes; but I honestly think it has to do with a change to the Landfill. That, or an oversight regarding Landfill.

The Factoriopedia in game has Water, Deep Water, Green Water, Deep Green Water all with a field “Allows placement of” that has Landfill in it.
Shallow Water and Marsh both lack that field. Without knowing where the Factgoriopedia aggregates information from, could it be an issue with those two tile types and not Landfill itself?
Or is it an issue with Landfill? It specifically states those 4 Water, Deep Water, Green Water, Deep Green Water, as where it can be put, and does not mention Shallow Water or Marsh.

Sorry, really can't tell and can't even try to reproduce, as there is no way I could find the time to play the game when there's so much to read on the forum .

I don't belive there is any "Shallow water" in the vanilla (or SA) terrain generation, so it's probobly not something that was obvious to dev/testers during development of 2.0/SA.

Is this happening on Nauvis ?
Is the game modded ?
map generation was maybe made with mods that may have used tiles that are not present in the vanilla game only hidden.

2.0 without mods you can see the Factoriopedia entries. Landfill can only go into Water, Deep Water, Green Water, and Deep Green Water. But not into Shallow Water or Marsh.

I tried turning off all mods and loading that map, and still had the issue. Starting a new map completely I did not explore enough to find shallow water or marsh, merely looked at the Factoriopedia. I don’t know whether it is a mod issue (author of Alien Biomes needs to update the mod to allow landfill there) or a vanilla issue. Its been a long time since I’ve played a game without Alien Biomes.

Again, I don't think you will ever find shallow water or marsh in vanilla freeplay. If I'm not mistaken, shallow water is used in some of the tutorial-scenarios, but is't never generated in freeplay.

I am also experiencing this issue. I have alien biomes enabled and i cannot place landfill on marsh. is there any workaround?

If you have issues with landfill on modded tiles (or official tiles that are enabled by a mod), you have to ask the mod developer to fix the mod.
My guess is that we've changed groups for the tiles that are being used and the shallow water wasn't updated since it only appears in the campaign.

I think it is a mod issue, roughly the mod allow hidden vanilla tiles which do not have proper interaction with landfill i think. The fact that removing the mod doesn't also remove the "modded tile" is quite particular, all other tiles from alien biome i think would have been removed, but shallow water is also in vanilla game, as "not a modded tile" except it's not generated in vanilla map. In a newly generated map, the factoriopedia doesn't show shallow water because there is none that you could find while exploring it's not used. ( apart from the campaign ? )
I think the fix if one doesn't want to wait for the mod to be updated would be to use settings to prevent "shallow" water from alien biome to be generated, and regenerate the map/ recreate one

Oddly enough, just checking the Factoriopedia with Space Age, Quality, and Elevated Rails mods as the only mods enabled, Landfill can go in Shallow Water and in Marsh. While it would be nice if you applied the tile changes to these two tiles, I suspect that the Alien Biomes mod, since that seems to be the cause of the problem reaching the players, is what needs to be updated.

For some reason this is fixed manually in Space Age:
I guess we can do the same in Alien Biomes.
