[2.0.8] User scenarios do not sync to Steam Cloud

[2.0.8] User scenarios do not sync to Steam Cloud

All game saves are still syncing to the Steam Cloud, but the User Scenarios are not. Now that these are used for sandbox tinkering, it would be useful if these could be synced between machines as well.
