Running server.bat on windows headless results in 'cannot find exe'

Running server.bat on windows headless results in 'cannot find exe'

I setup a dedicated server awhile ago and it was real easy and straightforward. I just made a separate directory, I made the bat file:
start factorio.exe --start-server dedserv1.zip

The bat file is in the same directory as factorio.exe

I can't find any guides that tell me to do anything different and I am getting frustrated. How do I host a server?

What directory is factorio.exe in?
C:\Program Files\Factorio\bin\x64 for an example.
