[2.0.8] Circuit network shortcuts bypass research

Hello, I tried to use the Alt+G / Alt+R keyboard shortcuts prior to having researched "Circuit network" and it worked (see green wire in picture). The language on the shortcut button tooltip suggests this is unintended
