[Rseding91][2.0.5] burner inserter running out of fuel even without items on belt

on nauvis i built a powerplant long time ago, but messed up the direction of the coal input belt

when i now correct the belt and its the first time that coal is comming to the powerplant all the burner inserters are already out of fuel

not sure if intended if for a prolonged time burner inserters are placed but get no fuel that they are all of a sudden without the initial powerbuffer so here is the report

Ah i see. When burner inserter was placed it had buffer full of energy "given initially", however when loading save file in "prototypes changed" mode the amount of energy in the buffer gets clamped to a value of 2560 which is not enough for even a single operation. Reproducible.
