It feels weird that this isn't already a thing. There's a rocket launch event, but a lot of mods and scenarios, including some vanilla ones change the victory condition to something else, things which are frequently hard or impossible to monitor unless the mod itself adds an event. Would also be nice if there was a reason or a calling object attached to the event, to be able to tell, what caused it and respond appropriately.
My personal use case is for Archipelago so it can support selecting modded victory conditions as a goal in a sane manner. Though I can see use cases for scenarios built around mods, modifying the victory screen, or even just having a mod react to another mod's ending.
