let people who don't have factorio on steam add mods to their bookmarks

there are some players (like me), that don't have factorio on steam, but would like to have a list of mods they would like to use, but they can't, because only people with factorio on steam can use bookmarks.

There is no such limit, you can even set the bookmarks on https://mods.factorio.com/library/bookmarks in the browser.

How do you know Steam has anything to do with it? Can you provide an error message screenshot? I find your claim hard to believe. It makes no sense at all. It would make more sense if you claimed the opposite, that you need a verified purchase on your Factorio.com account. And if you had a Steam purchase then you could get a Factorio.com-key, and vice versa, so there's no issue anyways. The mod portal at mods.factorio.com has nothing to do with Steam so Steam can't have anything to do with your issue. Sounds like PEBCAK to me.

It's showing that the account you are logged in with does not own a license to the game. This has nothing to do with steam.

The mod library is the only soft drm existing for factorio. Since no mods are coming to switch ever, you either pirated the game, or don't really need those in-portal bookmarks.
Since you are not loading them into the game, there is no functional difference to making a browser bookmark, which imo is a reasonable thing to do.
